New API endpoint for retrieving case fields

New New API endpoint for searching and retrieving CXM case fields. This endpoint returns a paginated list of case fields and a search query can be used to further filter the results to help find a field.

Fix  We have fixed an issue causing some background tasks (e.g. rules) to become stuck
