GOV Notify letters and case type management permissions

New The integration between CXM and GOV Notify now supports sending letters. Similar to configuring emails and SMS messages this requires setting up a mapping template and rule in CXM.

New Case type management permissions: You can now control which case types users can access. You can read more here.

Fix Fixed an issue where the value '0' does not populate a field in CXM when passed through the service API, for example from an XForm

Fix Fixed an issue where webhooks triggered by transitions are not sent when there is a null value for a choice field on the case
