Fixes for data import and assignment

Fix Fixed an issue where the assignment modal (for assigning users and groups) is showing users that the current user should not have permission to view/assign to. Note: At no point has it been possible for the current user to remove/assign these users.

Fix Fixed an issue causing case and person data imports to fail.

Fix Fixed an issue where columns on the cases list showing a case field are not restricted based on the field visibility.
